Message from Marc

Another year is flying by.  Summer is over, school is back in session and we’ll soon be transitioning from mowing grass to shoveling snow.  Given all the rain we’ve had this summer it’s been hard to keep up with the mowing and when the weather did permit mowing, the grass was often long and thick.  For the most part, everyone managed to keep up and kept their yards looking great!   A reminder when you do mow, please be considerate of your neighbors and take a little extra time to clear the sidewalks of mowed grass and edging debris.   Not only does this keep people from dragging grass and dirt into their houses, it helps to keep the community neat and tidy and looking good for prospective home buyers.

On the subject of community upkeep, we’ve tried this year to make an extra effort to notify homeowners and residents of violations of HOA covenants and guidelines.  In the spring, the Board did a community walkthrough and identified about 20 properties in need of attention.  For those that complied with our request to correct the issues, thank you.  For those that didn’t, please keep in mind the Board’s sole purpose is to administer the Articles of Incorporation and enforce the Declaration of Covenants, Conditions and Restrictions.   We are an all-volunteer board, made up entirely of homeowners in the community, and we try very hard to make sure the community is a safe and attractive place for all of us to live.

In case you are wondering, the two complaints we receive most often are that of commercial vehicles parked in the neighborhood and houses with excessive numbers of occupants.  When we receive notice of these issues we notify the homeowners of the complaints and request their compliance with HOA Covenants and County Ordinances.  In cases where we have chronic offenders we have contacted the police and Loudoun County Zoning department and, in some cases, we have imposed fines and liens in accordance with the Virginia Property Owners Act.  The following link provides a good summary of how you as a citizen can help the Board stay on top of County zoning violations: www.joineugene.com/library/zoningguide.pdf

In closing, I’d like to refer to my opening paragraph with regard to the inevitable coming of winter and snow, and provide a reminder that the HOA is not responsible for keeping our streets plowed.  The community streets are state streets and are maintained and plowed by VDOT.  If you are unhappy with the quality of the plowing this winter, call VDOT at 703-383-VDOT, not your friendly neighborhood board member.  If you do, you’ll likely get a sympathetic ear, but we won’t be able to get the streets plowed any sooner.

Annual Meeting set for 10 Nov 2011

The HOA Annual Meeting will be held at the Eastern Loudoun Library on 10 November starting at 7:30 PM.  If you attended last year’s meeting you probably remember that we were forced to conduct our meeting quickly due to rapidly changing weather conditions.  Just as we were getting started, we were informed that the Library was closing do to the accumulating snow and icing conditions.  Please try to attend this year’s meeting in person.  The agenda will include a review and approval of next year’s budget and an election of Board members.  There will be time for questions and discussion of concerns from the community.

Fall is Fix Up and Clean Up Time

Looks like the nice weather has arrived.  Why not get an early start on cleaning up your yards before it is time to put away the patio furniture.  Don’t like doing it yourself, then hire the neighbor’s kids and supervise the cleanup.  But please make an effort to spruce things up.  We all have work to do.  The Board continues throughout the year to address Home Maintenance and Property Improvement complaints.  It isn’t always pleasant to point out things that are being neglected but we do ask for your compliance before filing liens and penalties in accordance with state and county laws.

Paid Your HOA Dues for 2011?

The notices will soon be going out for 2012.  When received, you have 30 days to make your payment.   Second notices are sent out when required to remind you if you have forgotten and there will be a $25 late fee assessed.  Your HOA dues are your responsibility.  In addition to required expenses, your dues help us to keep up the common areas and to sponsor community events.  In future newsletters we will update you on the progress in collecting delinquent HOA dues.

Use of the Common Areas

Our common areas are enjoyed by pet owners and as a place for young kids to run and play.  The maintenance of our common areas is done by Brickman and we have been pleased with the service they have provided.  We recently renewed our fixed price contract with them.  If you walk or exercise your dogs in the common areas please pick up after them and dispose of the waste properly.  Don’t forget about the pet mess during the upcoming winter weather.  Please help us out and do your part to keep our areas clean.

Neighborhood Watch Area

Our Neighborhood Watch Area is marked with signs on Environs and Heather Glen.   We ask that you be aware of what is going on in the neighborhood and call the Sheriff’s office whenever there is a need.  You don’t have to confront the violators directly.  Use your phone, and let the authorities handle things for you.  Please report any vandalism, abandoned vehicles or suspicious activity.  The Sheriff’s office non-emergency numbers are: 703 777-1021 or 0445.  For emergencies just dial 911.  The Crime Watch Newsletters are available on the County Web page and also on our own web page.  Will Ashley can give you more information on the Neighborhood Watch Program.
